Echuca West Primary School is committed to providing a safe and caring environment and culture which enables positive relationships to be formed amongst all students and staff and which encourages self-esteem, cooperation, personal growth and a positive attitude to learning and teaching. A clear policy on bullying (including cyber bullying) and harassment will inform the community that bullying and harassment in any of its forms will not be tolerated.


  • To reinforce within the school community that no form of bullying is acceptable.
  • Everyone within the school community is alerted to signs and evidence of bullying and has a responsibility to report it to staff whether as observer or victim.
  • To ensure that all reported incidents of bullying are followed up and that support is given to both victim and perpetrator.
  • To seek parental and peer-group support and co-operation at all times.

What are bullying, cyber bullying and harassment?

Bullying is repeated oppression, physical or psychological, of a less powerful person by a more powerful person or group.

Cyber-bullying consists of covert, psychological bullying, conveyed through the electronic mediums such as mobile phones, web-logs and web-sites and on-line chat rooms. It is verbal (over the telephone or mobile phone), or written (flaming, threats, racial, sexual or homophobic harassment) using the various mediums available.

Harassment is any verbal, physical or sexual conduct (including gestures) which is uninvited, unwelcome or offensive to a person.

Our school will actively promote a positive and welcoming personal environment for all members of the school community. When people are bullied or harassed some effects might be anger, embarrassment, fear and humiliation, loss of self-confidence and reduced function and potential. Bullying and harassment will be addressed, individual differences will be respected and students and staff will be enabled and supported in their pursuit of learning and teaching.


A school-wide approach will be taken to deal with bullying (including cyber bullying) and harassment in a consistent and systematic way.

All new students and staff will be informed of the anti-harassment policy and practices at the commencement of their time at the school.

All complaints of harassment will be heard in confidence and taken seriously.

Our school will organise preventative curriculum programs that promote resilience, life and social skills, assertiveness, conflict resolution and problem solving.

Staff programs will occur periodically to keep staff informed of current issues/strategies for dealing with these issues.

There will be disciplinary consequences, covering a range of strategies, for those in breach of the Anti-Bullying (including cyber bullying) and Anti-Harassment Policy, guidelines and procedures.


Constructive strategies to deal with harassment will include: education in coping strategies; assertiveness training; problem solving and social skills; counselling and behaviour modification. These strategies will be employed in preference to punitive sanctions and negative consequences.

The Anti-Bullying and Anti-Harassment Policy of the school will be widely promoted to students, staff, parents/carers and the local community.

The school leadership team and the teachers will work together to ensure the safety of all school members in situations of bullying (including cyber bullying) and harassment, by thoroughly investigating all complaints while respecting the need for confidentiality, notifying parents/carers and planning interventions.

If a teacher feels a student is at serious and imminent risk from bullying (including cyber bullying) and harassment then it is their professional duty to pass on the information to an appropriate person in order to ensure appropriate support for the student. It is important that teachers document fully their interaction with the student and to verify the actions taken.

Student programs will be organized to raise student awareness about bullying (including cyber bullying) and harassment, to provide a forum for discussion of matters and to aid development of attitudes. Some matters will be dealt with formally in the curriculum and in peer support programs, leadership programs, extra-curricular programs and occasional activities run by outside experts. Professional development will be provided for staff relating to bullying and harassment and proven strategies to address these issues in classrooms will be shared with all staff.

The school will provide specialist resources such as books, videos and off site in-service activities to assist staff in responding appropriately to bullying (including cyber bullying) and harassment issues.

Disciplinary consequences for bullying (including cyber bullying) and harassment will comply with the school’s Welfare and Discipline Policy. The principal or their nominee will provide disciplinary consequences including suspension in accordance with Department of Education and Early Childhood Development (DEECD) guidelines.


This policy will be reviewed every three years or more often if necessary due to changes in regulations or circumstances.

Camps and Excursions

The camps and excursions program enables students to further their learning and social skills development in a non-school setting. Camps and excursions may have a cultural, environmental or outdoor emphasis and are an important aspect of the educational programs offered at our school.


  • To provide all children with the opportunity to participate in a sequential camping and excursion program.
  • To provide shared class experiences and a sense of group cohesiveness.
  • To reinforce and extend classroom programs.
  • To provide a program that delivers skills and knowledge that may lead to a lifelong involvement in worthwhile leisure pursuits.
  • To provide a program that promotes self-esteem, independence, cooperation, tolerance, organisation, persistence, confidence and getting along.
  • Implementation:
  • Camps and excursions are perceived as an integral part of our educational program, and as such, are strongly linked to ongoing curriculum.
  • The program will be developed sequentially throughout the school.
  • At least one major excursion will be organised each year and local excursions as required.
  • Parents will be notified of the exact costs and other relevant details of camps as soon as practicable.
  • Each child will pay an annual excursion levy that will in turn cover most or all of the expenses related to whole class excursions and incursions.
  • Office staff will be responsible for managing and monitoring the payments made by parents and will provide classroom teachers with detailed records on regular basis.
  • Every student will be required to pay a deposit to book a place on the camp.
  • Parents experiencing financial difficulty, who wish for their children to attend, will be required to discuss their individual situation with the Principal on a case-by-case basis.
  • All families will be given sufficient time to make payment for individual camps.
  • All monies must be paid before camp or excursion date unless arrangements have been organised with the Principal.
  • Children who have displayed sensible, reliable behaviour at school will be invited to participate in the camping program. Behaviour contracts may be used leading up to and during camp.
  • All camps require School Council approval. This approval is sought at a scheduled meeting at least three weeks prior to the departure date.
  • Parents may be invited to assist in the delivery of camps and excursions. When deciding on which parents will attend, the Teacher in Charge will take into account any valuable skills the parents have to offer, the need to provide both female and male supervision, the special needs of the particular children and the ability of the parents to fully supervise. Parents attending camps are required to undergo a Working with Children Check.
  • Parents attending camps and excursions are encouraged to take photographs, but do not have permission to publish photographs of other students on face book, social media websites etc.
  • The designated Teacher in Charge of excursions and camp activities will ensure that: –

1. Transport complies with DEECD guidelines.

2. The “Notification of School Activity” form for camp is completed and forwarded to DEECD.

3. Copies of completed Permission Forms and Medical Information Forms are carried by staff at all times.

4. Parents attending camps and excursions are aware of the sections in this policy relating to “Working with Children Checks” and publishing photographs.

Distribution of Medication

Teachers and schools are often asked by parents to administer medication for their children while at school. It is important that such requests are managed in a manner that is appropriate, ensures the safety of students, and fulfils the duty of care of staff.


To ensure the medications are administered appropriately to students in our care.


  • Students who are unwell should not attend school.
  • Office administration staff are responsible for administering prescribed medications to students
  • Medication will be administered in the office or classroom (whichever is most appropriate).
  • Non-prescribed oral medications (eg: head-ache tablets) will be administered by office administration staff with written or verbal parental permission.
  • All parent requests to administer prescribed medications to their child must be in writing and must be supported by specific written instruction from the medical practitioner or pharmacist’s including the name of the student, dosage and time to be administered (original medications bottle or container should provide this information).
  • All verbal requests for children to be administered prescribed medications whilst at school must be directed to the Principal, who in turn, will seek a meeting or discussion with parents to confirm details of the request and to outline school staff responsibilities.
  • Requests for prescribed medications to be administered by the school ‘as needed’ will cause the Principal to seek further written clarification from the parents.
  • All student medications must be in the original containers, must be labelled, must have the quantity of tablets confirmed and documented, and must be stored in either the office safe or office refrigerator, whichever is most appropriate.
  • Asthma medication will be administered by trained staff as required.
  • Classroom teachers will be informed by Principal (or nominee) of prescribed medications for students in their charge.
  • Students involved in school camps or excursions will be discreetly administered prescribed medications by the ‘Teacher in Charge’ in a manner consistent with the above procedures.
  • Parents/carers of students that may require injections are required to meet with the principal to discuss the matter.

First Aid Care / Arrangements for Ill Students

Ill children have the right to feel safe and well, and know that they will be attended to with due care when in need of first aid.

Our School will:

  • administer first aid to children when in need in a competent and timely manner.
  • communicate children’s health problems to parents when considered necessary.
  • provide supplies and facilities to cater for the administering of first aid.
  • maintain a sufficient number of staff members trained with a level 2 first aid certificate.


  • A sufficient number of staff (including at least 1 administration staff member) to be trained to a level 2 first aid certificate, and with up-to-date CPR qualifications.
  • A first aid room will be available for use at all times. A comprehensive supply of basic first aid materials will be stored in a locked cupboard in the first aid room.
  • First aid kits will also be available in each wing of the school, as well as the staff room and administration offices.
  • A supply of medication for teachers will be available in a locked drawer in the staff room.
  • Supervision of the first aid room will form part of the daily yard duty roster. Any children in the first aid room will be supervised by a staff member at all times.
  • All injuries or illnesses that occur during class time will be referred to the administration staff who will manage the incident, all injuries or illnesses that occur during recess or lunch breaks, will be referred to the teacher on duty in the first aid room.
  • A confidential up-to-date register (kept under lock and key) located in the first aid room will be kept of all injuries or illnesses experienced by children that require first aid.
  • All staff will be provided with basic first aid management skills, including blood spills, and a supply of protective disposable gloves will be available for use by staff.
  • Minor injuries only will be treated by staff members on duty, while more serious injuries-including those requiring parents to be notified or suspected treatment by a doctor – require a level 2 first aid trained staff member to provide first aid.
  • Any children with injuries involving blood must have the wound covered at all times.
  • No medication including headache tablets will be administered to children without the written or verbal permission of parents or guardians.
  • Parents of all children who receive first aid for injuries the teacher considers to be greater than “minor” will be contacted.
  • Any injuries to a child’s head, face, neck or back must be reported to parents/guardian.
  • Any student who is collected from school by parents/guardians as a result of an injury, or who is administered treatment by a doctor/hospital or ambulance officer as a result of an injury, or has an injury to the head, face, neck or back, or where a teacher considers the injury to be greater than “minor” will be reported on Department of Education Accident/Injury form LE375, and entered onto CASES.
  • Parents of ill children will be contacted to take the children home.
  • Parents who collect children from school for any reason (other than emergency) must sign the child out of the school in a register maintained in the school office.
  • All teachers have the authority to call an ambulance immediately in an emergency. If the situation and time permit, a teacher may confer with others before deciding on an appropriate course of action.
  • All school camps will have at least 1 Level 2 first aid trained staff member at all times.
  • A comprehensive first aid kit will accompany all camps, along with a mobile phone.
  • All children attending camps or excursions will have provided a signed medical form providing medical detail and giving teachers permission to contact a doctor or ambulance should instances arise where their child requires treatment. Copies of the signed medical forms to be taken on camps and excursions, as well as kept at school.
  • All children, especially those with a documented asthma management plan, will have access to Ventolin and a spacer at all times.
  • A member of staff is to be responsible for the purchase and maintenance of first aid supplies, first aid kits, ice packs and the general upkeep of the first aid room.
  • At the commencement of each year, requests for updated first aid information will be sent home including requests for any asthma, diabetes and anaphylaxis management plans, high priority medical forms, and reminders to parents of the policies and practices used by the school to manage first aid, illnesses and medications throughout the year.
  • General organisational matters relating to first aid will be communicated to staff at the beginning of each year. Revisions of recommended procedures for administering asthma, diabetes and anaphylaxis medication will also be given at that time.
  • It is recommended that all students have personal accident insurance and ambulance cover.

Inclement Weather

Schools have a duty of care to staff and students at all times. This duty of care includes protection against inclement weather.


To ensure the wellbeing of students and staff during times of inclement weather by consistently implementing a planned management strategy that will cater for all circumstances.


  • An inclement weather timetable will be activated by the Principal when conditions outside are considered to be unsuitable for students and staff.
  • Inclement weather is generally defined as extreme heat, rain, lightning, dust, wind, cold or any other condition that is considered by the Principal to be unsuitable.
  • Where inclement weather is obvious prior to children being dismissed for a recess or lunch break, an announcement will be made by the Principal advising class teachers to follow the inclement weather timetable until further notice.
  • In such cases, teachers will supervise a number of grades (as previously agreed to by the teachers concerned), for half the recess or lunch break, then swap over.
  • Teachers, other than classroom teachers, will similarly share supervision.
  • All children will be confined to classrooms unless permission has been granted by a teacher to leave temporarily, e.g. toilet break.
  • Children will be expected to undertake appropriate indoor games and activities.
  • In the case of unpredicted inclement weather occurring during a recess break, a yard duty teacher will activate the inclement weather timetable when required.
  • If temperatures reach 40 degrees Celsius, as determined by the Bureau of Meteorology website forecast and a school based thermometer, all students will remain inside classrooms.
  • If temperatures are between 36 degrees Celsius and 39 degrees Celsius, a modified program will be implemented. Play areas will be limited and only passive activities will be allowed. The resource room will also be opened up for students to play quiet games, read or watch a video.

Echuca West’s incursion program enables students to further their learning by complementing classroom lessons with experts and resources from outside the immediate school community. Incursions complement, and are an important aspect of the educational programs offered at our school. An incursion is an activity that involves school visitors who provide a performance, lesson or service for students.


  • To reinforce, complement and extend the learning opportunities beyond the classroom
  • To develop an understanding that learning is not limited to school and teachers, and that valuable and powerful learning is often achieved with other people and experiences.


  • All incursions must be approved by the Principal.
  • Staff wishing to organize an incursion must complete an incursion proposal form and lodge this for approval. All incursions must be approved at least two weeks prior to running. Where an incursion approval form has not been submitted, that incursion will not run, unless special circumstances are pending. This decision will be made by the Principal who will consider the educational outcome of the incursion as well as the impact on the school for the proposed date.
  • The Principal must approve incursions to ensure they are cost neutral and that they complement the curriculum and comply with all DEECD requirements.
  • All incursions will be attended by school staff to ensure appropriate supervision of students at all times. In the event of an accident or emergency the teacher in charge will be responsible for the administration of first aid, and will contact parents as appropriate. In the event that parents cannot be contacted, the teacher in charge will follow first aid and emergency policies as set out by the school.
  • All efforts will be made not to exclude students simply for financial reasons. Parents experiencing financial difficulty, who wish for their children to attend an incursion, are invited to discuss alternative arrangements with the Business Manager. Decisions relating to alternative payment arrangements will be made by the Business Manager in consultation with the appropriate staff, on an individual basis.
  • Office staff will be responsible for managing and monitoring the payments made by parents and will provide organizing teachers with detailed records on a regular basis.
  • A designated “Teacher in Charge” will coordinate each incursion.
  • The Teacher in Charge must provide the General Office with a final student list. This list must also include the location of students not involved in the incursion. A copy of this list should also be posted on the staff noticeboard.
  • Students not attending the incursion will be provided with suitable alternative activities.
  • Where applicable, students must have returned a signed permission note and paid their excursion levy to be able to attend the incursion.
  • Only students that have displayed sensible, reliable behaviour at school will be permitted to participate in school incursions. Parents will be notified if their child is in danger of losing the privilege to participate in an incursion due to poor behaviour at school. The decision to exclude a student will be made by the Principal in consultation with the organizing teacher. Both the parent and student will be informed of this decision prior to the incursion.



  • Be aware that students are usually less constrained and more prone to accident and injury than in a more closely supervised classroom.
  • Be aware that an incursion with an external provider does not absolve supervision duties of the teacher, including first aid duties. A teacher must be present at all times and remain the person designated with duty of care responsibilities.
  • Be aware that incursions require the teacher to fully comply with DEECD guidelines and brings with it an increased duty of care. It is a teacher’s responsibility to be aware of these guidelines and remain the person designated with duty of care.
  • Be aware that incursions require the teacher to ensure that the venue adheres to DEECD guidelines.
  • Arrangements will be made for students not attending the incursion to continue their normal program at school under supervision of another classroom teacher.

The internet provides students with unprecedented opportunities to obtain information, engage in discussion, and liaise with individuals, organisations and groups world-wide so as to increase skills, knowledge and abilities.


  • To improve student learning outcomes by increasing access to worldwide information.

  • Our school actively supports access by students to the widest variety of information resources available, accompanied by the development of the skills necessary to filter, analyse, interpret and evaluate information encountered.
  • All students and staff at our school will have censorship filtered internet and email access.
  • The school undertakes to ensure that information published on the Internet by students or the school is of a high standard, and meets legal requirements and standards of general practice within the community in relation to copyright, safety and decency.
  • EWPS e-smart guidelines will be used to foster digital ethical citizenship among our students.
  • Guidelines on access rights will be defined for different user levels. Restricted access shall be available to guest users for specific purposes only.
  • All students shall be responsible for notifying their teacher of any inappropriate material so that access can be blocked.
  • All staff shall be responsible for notifying the coordinator of any inappropriate material so that access can be blocked.
  • Consequences of publishing, accessing or failing to notify the coordinator of inappropriate material shall include the removal of access rights.
  • Signed parent and student consent is required to be completed in order to gain access to the internet, or to publish work, photos or videos on the internet.
  • Privacy of students, parents, staff and other users must be recognised and respected at all times.
  • Teachers shall be responsible for making sure all work is screened for accuracy, appropriateness, grammar, spelling prior to publishing.

Onsite supervision

Adequate supervision of students in the school yard is a requirement of the school’s duty of care.

Echuca West Primary School (EWPS) will normally satisfy the duty of care for the on-site management of students outside normal timetabled class time by allocating responsibilities for supervision to different staff.

The principal is responsible for making and administering such arrangements for supervision as are necessary according to the circumstances in the school, and teachers are responsible for carrying out their assigned supervisory duties in such a way that students are, as far as can be reasonably expected, protected from injury.


As part of its duty of care the school is required to adequately supervise students for a defined period before school; at recess time and lunch time; and after school.

This on-site supervision requires not only protection from known hazards, but also protection from those that could arise (that is, those the teacher should reasonably have foreseen) and against which preventive measures could be taken.

It is essential parents/carers are kept informed as to when supervision of students is available before and after school, and that outside these times supervision and/or the collection of students is the responsibility of parents/carers. This information should be clearly provided to parents/guardians on a regular basis.

Parents/carers may require their child to leave the school grounds to be dismissed early from school to attend an appointment. EWPS uses a visitor book to document these requests.

Students attending the Active After School Program must be collected from the front gate.


A roster system will be used to timetable staff members for yard supervision.

Yard supervision will include before school, recess and lunch breaks, and after school.

EWPS has two designated entry/exit points which should be used by all students. The first exit is at the front of the school and the second exit is at the side of the school next to the gas tank. These areas are also the only two designated pick up and drop off areas. For safety reasons, no other gates are to be used to exit the school. At the front exit all students are required to be collected by a parent/guardian and walked to their car if they need to cross a road. At the side exit all students are required to be collected by a parent/guardian and walked to their car.

One staff member will be allocated the task of supervising students departing on buses.

Parents/carers are discouraged from sending their children to school before the designated supervision time in the morning. Parents/carers are encouraged to pick up their child by the end of the designated end of day supervision period.

The school must receive written or verbal permission from a parent/carer before the school will authorise a student to be dismissed to attend an appointment during school hours

Students must be signed out of the school if departing prior to dismissal time. A record of early departures is kept in the Administration Office and completed for all students departing the school early.

Note: When a student departs from the school (following initial attendance) without authorisation, the parent/guardian will be informed immediately.

At Echuca West Primary School, student engagement, regular attendance and positive behaviours are encouraged at all times. When and if the rights of others are jeopardised, fair and appropriate actions will be implemented to support the student to re-build relationships, re-gain their rights and fulfil their responsibilities.

Responding to inappropriate behaviour

Our school implements a staged response to inappropriate behaviour when the rights of others have been violated.


  • Restorative conversation with a staff member and others involved in order to repair relationships and encourage students to take ownership of their behaviour. *


  • Restorative conversation with the Principal and others involved.


  • Parental involvement.


  • Removal of student’s name from the My School Too board.
  • An individual behaviour plan is established in order to address behavioural issues and ultimately have name returned to the My School Too Board.
  • Contact outside agencies where necessary.

* Subclause: If a student refuses to engage in the restorative process, staff members may choose to implement punitive consequences.

Severe behaviours: For severe behaviours, such issues will be referred directly to the Principal.

Punitive Consequences

If a student does not engage in the restorative practices process, then other punitive consequences will be implemented, such as removal of privileges.


Suspension will be used when all other measures have been implemented without success, or where an immediate suspension is the only course of action given the student’s behaviour.

If this occurs:

  • The student will only be suspended for the shortest time necessary.
  • Appropriate and meaningful school work will be provided by the school.
  • Parents / carers are requested to attend a student support group meeting to be convened during this time.
  • The principal can decide whether it shall be an ‘in – school’ or ‘out of school’ suspension.
  • One or more post suspension meetings will be held with the student and their support group to re-establish their rights and responsibilities as a student at our school and the actions required for a successful transition program.


Expulsion will be considered where the behaviour of the student is of such magnitude that the health, wellbeing and safety of staff and students at the school outweighs the need of the student to receive an education and expulsion is the only available option.

Sun Smart Policy


Our Sun Smart Policy has been developed to ensure that all school members attending this school receive a healthy balance of exposure to the sun’s ultraviolet radiation. Students will be protected from overexposure through pro-active sun smart measures. These measures will be implemented throughout the year.

From September to May, Echuca West Primary School members:

  • will be required to wear hats whenever they are outside (e.g. recess, lunch, sport, excursions and camps) between the 1st of September and the 1st of May. Hats do not need to be worn during May, June, July and August
  • will be encouraged to wear elbow length shirts with collars, dresses with sleeves and knee length shorts .
  • are encouraged to wear a broad – spectrum 30+ sunscreen to school
  • are encouraged to bring sunscreen from home for personal use.
  • will be encouraged to apply sun screen before any outdoor activity.
  • will implement a hot day timetable on days of 36 degrees and over where students are engaged in alternative activities.
  • will encourage the use of available shade areas for outdoor activities.
  • will encourage parents to act as role models by practicing Sun Smart behaviours e.g. wearing hats, sunglasses and using sunscreen while outside at school events.
  • are encouraged to wear approved sunglasses.

# NB: Children failing to wear a hat whilst outside will be restricted to designated shaded areas i.e. under cover area.


  • Incorporate programs on skin cancer prevention, maintaining vitamin D levels and Sun Smart awareness into the health, wellbeing and PE curriculum.
  • Regularly reinforce and promote Sun Smart behaviour in a positive way through newsletters, parent meetings, student and teacher activities.

  • Schedule outdoor activities when necessary on extreme heat days before 11.00 am.
  • Organise outdoor activities to be held in areas of shade whenever possible.

Uniform Policy

In consultation with School Council a Dress Code and Uniform Policy has been developed. We believe the Dress Code provides choice, caters for the financial constraints of families and allows students to safely engage in all school activities.


The purpose of this policy is to:

  • develop a sense of pride and identification with the school through equity of appearance
  • maintain and enhance the positive image of the school in the community
  • eliminate peer pressure to wear less appropriate clothing
  • assist with pupil identification and safety on excursions/incursions and activities


  • EWPS has a Uniform Shop. Uniform is sold on school premises during office hours.
  • the Dress Code applies during school hours, while travelling to and from school and when students are on school excursions.
  • the only headwear acceptable is the Sunsmart hats (summer) or navy beanies (winter) that are sold by the Uniform Shop.
  • stud earrings and sleepers worn in the ears, watches and a maximum of two wrist bands are the only acceptable jewellery.
  • extreme hair colours (e.g. green, pink or purple rinses) and accessories are not permitted.
  • other than clear nail polish, cosmetics may not be worn at school.
  • the school will operate a second-hand uniform service to allow the purchase of good-quality items at a low cost for, but not exclusive to, those families experiencing economic hardship.
  • the Dress Code will be displayed at the Uniform Shop along with details of uniform items and cost of purchase.
  • parents seeking exemptions to the Dress Code due to religious beliefs, ethnic or cultural background, student disability or health condition must apply in writing to the Principal.
  • a bank of school windcheaters will be stored in the office. If a student is out of uniform they will be asked to exchange their windcheater/top with one from the uniform bank. These items will be re-exchanged at the end of the day.

  • Unique Grade 6 polo shirts will be included in the Dress Code each year.

  • Most school uniform items can be ordered through school. We keep a small supply on site, and further orders can be placed at the beginning of each term.

Working with Children Check


The Working with Children (WWC) check aims to assist in protecting children from sexual or physical harm. It is designed to complement good selection, supervision and training practices (including rigorous reference checking).

The intent of this procedure is to outline which positions at the school require a WWC check and the process to be followed.

This procedure applies to all positions at Echuca West Primary School including volunteer, honorary, consultant and contractor positions. Any reference to ‘candidates’ also extends to staff currently occupying a position.


Child: a person who is under the age of 18 years.

Student: any child who is enrolled at the School

What is the WWC check?

The WWC check verifies a person’s history to make sure they do not have any relevant criminal offences or findings from professional disciplinary bodies. The WWC check is valid for 5 years (unless revoked). During this time the cardholder continues to be checked for new relevant offences or findings. The WWC check is administered by the Department of Justice.

When is a WWC check required?

  • A WWC check is required for positions that meet all of the following criteria:
  • involve contact with children in connection with our school
  • the contact happens on a regular (everyday) basis;
  • involve direct contact with children and this contact is not directly supervised; and
  • the position does not qualify for an exemption as listed under the act.

What is the application process?

The candidate must complete a Working with Children Check application form. The forms are available online.

Under the section marked ‘Details of Organisation’, candidates should ensure they state Echuca West Primary School.

If the applicant passes the check they will be sent a successful Assessment Notice, followed by a WWC check card 2-3 weeks later.

What if the applicant does not pass the check?

If the applicant does not pass the check they will be given an Interim Negative Notice. The applicant can then make a submission to the Department of Justice to explain why they believe they should pass. If this submission is not successful the applicant will be issued with a Negative Notice. This means they have failed the WWC Check and cannot undertake ‘child-related work’ or work in the school.

When can the candidate commence?

Commencement at Echuca West Primary School is conditional upon receipt of a successful Assessment Notice or WWC check card. Any queries should be directed to the Principal.

Who pays for the WWC check?

Candidates who are required to undergo a WWC check as a condition of working in the school will not be able to receive reimbursement for the cost from the school.


  • The school must:
  • identify all staff who require a Working with Children check;
  • ensure existing staff and volunteers are informed of the requirement to undergo the check;
  • ensure prospective staff and volunteers have passed a WWC check before commencement;
  • check the card’s validity on the Department of Justice webpage;
  • have a photocopy of the WWC card and with details updated on the school register ( if individual is a staff member, copy to be kept on the staff member’s personnel file)
  • ensure suitable monitoring procedures are in place to ensure staff members hold a valid WWC check card at all times.

The staff member or volunteer must:

  • provide the successful WWC check card prior to commencement at the school.
  • notify the office if there has been a relevant change in circumstances, for example, if they have been charged or found guilty of a new relevant offence.
  • apply for a new WWC check before their card expires.

What is the difference between a WWC Check and a police records check?

A police records check gives information about a person’s past criminal record and is only valid at the time of issue. The WWC check is valid for 5 years (unless revoked). During this time, cardholders continue to be checked for new relevant offences or disciplinary findings from professional bodies such as the Victorian Institute of Teaching. In addition, not all criminal offences are relevant to the WWC check. Broadly, the WWC check considers serious sexual and violent drug offences.

A staff member or volunteer is required to undertake a WWC check even if they have already completed a police records check.

Echuca West Primary School will take a copy of each WWCC and they will be filed in a safe location as per the Staff Registers Policy.
